Water Temple?
Really?
I'd say it's one of the most annoying, but hardest?
C'mon.
You can skip all the catacomb area in dark souls and summon an op NPC to kill the boss even at level 1
The hardest game which I played is Flappy Bird. 😅😅
The Pure Land from Secret of Mana is a nightmare if you don’t go in properly prepared for it & your spells need to be at or near their max level for you to stand a chance

The water temple was easy
The final secret dungeon in ff15 is the hardest I've ever attempted I tried to pass it for days on end and never could high level enemies and no item use witch also means no magic in that iteration made it the worst one out there
This was not a very good top 10 to tell you the truth. Victory Road? Seriously? Pokémon is just a rock and scissors game… If you use the right pokémon type no fight offers any challenge at all. You can just one shot most of the battles…
Dark Souls… Well, Tomb of the Giants and Sen's Fortress are for me harder than the catacombs. The Catacombs is an annoying level, but if you just run through it ignoring the enemies it becomes easy. Also… Blight town was very hard and frustrating… Or Lost Izalith…. Actually all the game was hard lol
And the Water Temple as number one? Really? As an old school gamer, I happened to play OoT back in the day and it was more of an annoying dungeon than hard one. OoT is not hard at all.. at least not harder than Dark Souls out Darkest Dungeon… It shouldn't be number one here…
And I am pretty sure that this list could have at least one of the dungeons from Golden Sun! That was one of the best JRPGs I've ever played and I remember some very long and hard dungeons from the game.

Any of of final dungeons from Trails in the Sky or Trails of Cold Steel games. Enemies are tough as nails, especially in Cold Steel III with the Gral of Erebos final dungeon.. Back to back bossfights, with you losing a part of your party with each battle, making it harder and harder. Then the final boss comes in multiple phases.
Agreed, the Water Temple was the worst. I had figure all the puzzle. Before YouTube was even a thing. It was that hard and it took me days. Just to figure out how to beat the Water Temple. Overall, Ocarina of Time is fun. The Water Temple even till this day. Is still one of the temple's. I despise till this day.

End this bullshit, The Watchers Keep from Baldur’s Gate 2 ToB is the hardest dungeon!
The dungeons you mentioned are mostly frustrating than actually tough.
Seriously? The Catacombs? That dungeons wasn't nearly as bad as the Tomb of Giants. Yeah, the necromancers can revive the skeletons, but it really isn't that bad, especially if you bring a divine weapon with you. If I had to pick a difficult dungeon, I would pick Dark Cloud's optional dungeon, the tower between the first and last areas of the game, the Demon Shaft
Water Temple was bad. I remember it giving me frustrations. But the Wild Arms 3 Abyss level was damn near impossible!!!!
I wish there was a minimum amount of players for a game before it can be on a list, I think I've heard of 3 of these games
Victory road was very difficult
Water Temple isn't hard; tedious and annoying, but not hard. Even Great Bay Temple was a much more complex version of that temple; albiet more fun given more maneuverability and what not. The World of Darkness from Final Fantasy III on Famicon is an example of a hard one. And any AVGN Adventures stage is far harder than Water Temple also.
I was able to complete the fire temple in Ocarina of Time WITHOUT the fire tunic. When I first played the game in release, we didn't have a walkthrough like today. I accidently skipped to NPC who gives you the Fire Tunic and completed the level and boss. That was the hardest dungeon for me.
I hate that they didn't include AMNESIA : THE DARK DESCENT's Dungeon. It was super hard to beat with Monster arriving at each entry and exit point.

I feel like Bitterblack Isle from Dragons Dogma definitely could have been on this list
